Google Explains How PDFs Get Indexed and Ranked in Search and AI Mode

What changed

On the Search Off The Record podcast, Google’s John Mueller and Martin Splitt explained how Google handles PDF files. Google does not read a PDF the way a viewer app does. A converter component runs during indexing, right after rendering, and turns the PDF into an HTML version. That HTML version is what gets indexed. Google has similar converters for other formats, including spreadsheets and document files.

Key points from the conversation:

  • Links in PDFs work because the converted HTML keeps them, so Google can follow them like normal links.
  • Images inside PDFs may not be processed for image search, since they lack their own URLs. Splitt said he was unsure and that this could change.
  • Size limits for fetching PDFs are likely larger than for web pages, but the exact limit is unknown. Normal HTML limits probably apply after conversion.
  • PDFs can rank in regular search, AI Mode and AI Overviews.

Why it matters

Many businesses keep useful content in PDFs, such as menus, price sheets, brochures, spec sheets and registration forms. Google is confirming that this content can show up in both traditional and AI-driven results, as long as the text is readable. A scanned PDF that is really just a picture of text may not rank for that text at all.

Mueller also made a practical point. A PDF menu beats having no menu online, but a regular web page is easier for people to use and makes things simpler for search engines.

What to do

  • Test your PDFs. Open each one, select all the text and paste it into a text editor. If the text comes through, Google can likely use it.
  • Replace image-only PDFs with versions that contain real, selectable text.
  • Move key content to HTML when you can, especially menus, pricing and service details that customers look for often.
  • Keep PDFs where they fit, such as print-ready documents or fillable forms.
  • Do not rely on images inside PDFs for image search. Put important images on regular web pages.
  • Check links inside your PDFs so they point to current, working pages.
